The film showing in the first picture in this animation is "Hannibal" starring Victor Mature, which was released in 1959.
On the right of the picture there are some railings that separate Station Road from the cattle arch, used by pedestrians to walk under the railway tracks, rather than use the level crossing, behind the photographer here. In the second picture, Westminster Bridge, opened in 1961, takes both traffic and pedestrians over the railway, bypassing this part of Station Road, and the level crossing is closed.
The building over the road, Tolls, was a department store. Most Portites probably know it better as the Pram & Cycle Exchange. Today it is home to the Citizen's Advice Bureau.
