Until Westminster Bridge was built, in 1961, pedestrians had two choices if they wanted to cross the railway. They could wait at the level crossing and walk along Station Road, or they could walk under the cattle arch, so long as it hadn't been raining. The cattle arch path tended to flood quite easily!
